Mitigating the Effects of Emergencies in Baltic Sea Region Ports (HAZARD)

Ports, terminals and storage facilities are often located close to residential areas, thus potentially exposing a large number of people to the consequences of accidents. The HAZARD project deals with these concerns by bringing together rescue services, other authorities, logistics operators and established knowledge partners.

HAZARD project aims at mitigating the effects of emergencies in major seaports in the Baltic Sea Region. The types of safety and security emergency include, for example, leakages of hazardous materials, fires on passenger ships at port, oil spills in port areas as well as explosions of gases or chemicals. The direct exposure to Baltic Sea Region peers will help Rescue Services and Seaports to enhance their knowledge of current practices, thereby strengthening their capabilities in various type of safety and security incidents. 


HAZARD provides a unique transnational learning platform, where Rescue Services and Seaports can evaluate and improve their procedures and practices in emergencies supported by strong knowledge partners. HAYARD has 15 project partners from six countries in the Baltic Sea Region, with the university of Turku (FI) as the lead partner. The consortium consists of rescue services, other authorities, seaports and knowledge partners.

The project enables better preparedness, coordination and communication, more efficient actions to reduce damages and loss of life in emergencies, and handling of post-emergency situations by improving:

  • Implementation of safety and security standards and regulations
  • Interoperability of resources
  • Communication between key stakeholders
  • Usage of risk analysis methods
  • Adoption of new technologies

The HAZARD project is being implemented in the period from March 2016 to February 2019 and is regarded as a „Flagship Project“ within the EU strategy for the Baltic Sea Region. The overall budget of the project is 4,3 MEUR and is partially funded by the EU Interreg Baltic Sea Region Program (http://www.interreg-baltic.eu).
