Abstract: This paper describes a methodology to compare the safety standards of the existing deterministic (including the Stockholm Agreement) with the new probabilistic damage stability regulations by using Monte Carlo simulation of damage distributions. The rule based damage distributions are compared to the original statistics based on the HARDER project. Together with the calculation of the survivability of the damage cases, this allows to identify the safety level of different damage stability standards. It is shown that for the investigated medium sized ferries with a relatively small number of passengers, the Stockholm Agreement provides a significantly higher safety level compared to the new SOLAS 2009 B1 probabilistic standard.
